The Board of Control for Cricket in India (BCCI) Ombudsman, Justice (Retd) Arun Mishra, has directed Royal Challengers Bengaluru (RCB) and the Karnataka State Cricket Association (KSCA) to submit written replies in connection with the stampede that took place outside Chinnaswamy Stadium during the RCB victory celebration on June 4.Â
The instruction comes after a formal complaint filed by IPS officer Vikash Kumar, who alleged gross negligence on the part of both organisers.
As reported, both RCB and KSCA have been given four weeks to respond to the notice. The complaint focuses on the lack of crowd control and poor planning during the celebratory event, which ended in tragedy when 11 people lost their lives and over 50 got injured in a stampede near the stadium.
Vikash Kumar’s Suspension Already Quashed by CAT
On Tuesday, the Central Administrative Tribunal (CAT) had ruled in favour of Kumar, quashing the suspension order issued against him by the Karnataka government in the aftermath of the stampede. Kumar was then serving as the Additional Commissioner of Police.
The state government had suspended him soon after, citing lapses in crowd management. But the CAT found that there was lack of evidence in his suspension and ordered his reinstatement.
Kumar had approached the CAT, stating that the decision to suspend him was taken without proper inquiry or explanation. In his complaint to the BCCI Ombudsman, Kumar raised concerns over how RCB and KSCA went ahead with the celebration without adequate planning.

The stampede took place on June 4 when over 2 lakh fans gathered near the stadium to celebrate RCB’s first IPL title. Many had queued up from early morning. There was confusion between all the parties involved in organising the event.
This ultimately led to a stampede, which resulted in 11 people losing their lives.
